In conjunction with the implementation of a project, direction and training are necessary so that the population masters the project and its implications.

Each action, engaged by Eau Vive, gives rise to the creation of a village management structure: water point management committee, grain storages, inter-village associations, and health committees among others.

This involves engaging the villages in a process to define the community's needs, designate representatives, and set up projects, because only the well organized villages are capable of committing to a development plan in the middle and long term.

Eau Vive organizes inter-village meetings so that the villages can exchange their ideas and experiences. The association also proposes actions to raise awareness on questions of everyday village life: sanitary, civic, and technical information among others.

Eau Vive thus contributes to the emergence of civil society through decentralized structures .
